Jim Banks' Statement on House v. Burwell Ruling

Fort Wayne, IN - State Senator Jim Banks, Republican nominee for Indiana's Third Congressional District, made the following statement about U.S. District Court Judge Rosemary M. Collyer's ruling in House v. Burwell:

I have consistently voiced my opposition to President Obama's efforts to work around Congress to fund programs without the people having their voice heard. This case cites a prime example of this behavior. President Obama used public funds to pay for Obamacare subsidies that weren't appropriated by Congress for that program. House v. Burwell is an effort to enforce the authority of Congressional appropriations when it comes to making funding decisions. 

In her decision, Judge Collyer wrote, "Congress is the only source for such an appropriation, and no public money can be spent without one." While this decision is likely to be appealed by the Obama administration, it is an important victory for Americans because it recognizes the Constitutional authority of Congress to fund specific programs and limits the President's authority by instructing him to abide by those decisions.
